Verizon has declared a surplus under Article G25 of the collective bargaining agreement, and the company will be offering the Special Enhanced Income Protection Plan to employees in the affected job titles and work locations.

Below, we’ve listed every impacted title, location, and position count across Plant, Sales, and Accounting in Local 2321 — along with the key dates you need to know, from when notices go out in the mail to the final day on the property.

IBEW Plan review meetings for 2321 members and their spouse/partner

Margaret Pierce is the financial advisor and regional manager with Scarborough Alliance who represents and supports IBEW 2321 in offering the IBEW LOCAL UNIONS SAVINGS AND SECURITY PLAN. This plan is only available to IBEW members.

Margaret will host several informal meetings to review the IBEW plan and offer the opportunity to ask any questions you or your spouse may have. Margaret works only with IBEW members throughout New England. She is a Certified Financial Planner. Her goal in offering these meetings is to ensure Local IBEW 2321 members are aware of the IBEW plan. Please choose the date and location that works best for you:

The IBEW plan is a qualified 401(k) plan, not an IRA, that was established by the IBEW Trustees in 1975 as a bargained benefit for members when they retire. This plan provides strict plan governance and oversight to ensure that the total fees, cost and structure benefit members and their families throughout their retirement years.

Brief overview of Scarborough Alliance and IBEW plan:

Scarborough Alliance offers the IBEW Local Unions Savings and Security Plan and the Local Union Retirement Program. The IBEW Plan is a qualified retirement plan that accepts Verizon Pension lump sum and Verizon Fidelity 401(k) rollovers. The IBEW plan was established for IBEW members as a benefit for members to invest, save, and take out distributions during their retirement years.

    • Scarborough acts in an ERISA fiduciary capacity for the IBEW Local Unions Savings and Security Plan (IBEW Plan).
    • The plan has a high level of oversight and governance due to the ERISA fiduciary status.
    • All fees, including investment and consulting, are overseen by the fiduciary team to ensure plan and costs are in the IBEW member’s best interests.
    • IBEW trustees meet with the Fiduciary team (Trustees, legal, investment and Scarborough) on a quarterly basis, annually, to review the investments offered within the plan, including all recordkeeping, consulting, and administrative fees.
    • Scarborough also offers the Local Union Retirement Income Program for investments that do not qualify to be rolled into the IBEW plan.

*** Message from the System Council T6 ***

The System Council T6 locals’ members in New England have voted overwhelmingly to ratify the tentative agreement to extend the contract. 

Thank you to everyone who participated in this important process.

As previously reported, the System Council T6 has reached tentative terms to extend the current collective bargaining agreement. Union members from every New England local must vote whether to ratify the new agreement. A majority of members must vote in favor of the agreement for it to become official. Voting will be available daily at the union hall next week from Monday through Friday; on Monday, March 9th from 5:30-7:30 at a special meeting at the Knickerbocker Club in Lowell; at the regular unit meeting on Wednesday, March 11th beginning at 6pm; or, if the union hall has your personal email address on file, electronically from noon on Monday, March 16th through 5pm Wednesday March 18th. We will discuss the terms of the new agreement at both meetings next week and a summary is available on our website and social media sites.


The IBEW System Council T6 along with IBEW Locals 2213 and 827 and CWA Districts 1 and 2-13 have come to tentative terms with Verizon for a 4 year extension of our collective bargaining agreement. Details of this extension will be communicated to the membership shortly. I would like to thank our members for their patience through this process.
